These constructions introduce a requirement or a purpose with its own subject.
Il faut que la salle soit accessible.The room must be accessible.

Nous proposons deux horaires pour que chacun puisse participer.We’re offering two time slots so that everyone can take part.
Il est important que les participants aient toutes les informations.It’s important that participants have all the information.
Useful forms: soit, ait, puisse, fasse. Que alone does not automatically require the subjunctive.

bien que / même si
Both can express a contrast, but they use different verb patterns.
Bien que le prix soit élevé, le cours est complet.Although the price is high, the course is fully booked.

Bien que cette mesure ait des avantages, elle ne convient pas à tous.Although this measure has advantages, it doesn’t suit everyone.
